Yes, a President can do some things (mainly indirect: i.e Trumps wall, or short term), but the President can mainly control immigration issues inside the border rather than outside it - I highly doubt any Constitutional 'scholar' will tell you that

Let's not even go into what the states can do if neither the Legislative or Executive branch do a darn thing ..Article IV justifies any actions

In a classical sense you are 100% correct; however, society in general has taken a backseat to authority -letting them take care of societies woes an issues vs an upfront approach.

Mainly because, at least in the US, The Constitution is the law of the land (Article VI) and super seeds or at least in tangent with all other international laws in the confines of the nation

Government, as an idea, was to preform the tasks the people (individually) could not: police, fire, waste management, post office, etc.

Yes, it has become bloated beyond approach.
An issue is those who see the BS either don't get in or they 'change their ways' in order to fit in and 'get a long'
Those who are likely to make wave are quickly pushed aside
