Block and Fooked are 2 totally separate features.
Block whoever you want. However, be VERY careful with the 'Fooked' feature. It's ONLY for the nasty stuff. Abuse of it will just get you suspended.
May I suggest the FOOK pop-up defaults to "NO", instead of "YES"? The default "NO" should give the user an extra step of control or deliberation. That way, the user cannot accidentally fook by mistake.
