Haven't watched these videos for months. Don't recall the context.
May be a reference to the abolishment of slavery, which didn't actually happen.
Like most government and religious docs, very few people actually read them and merely take the word of others.
If you know which of the 8 videos David makes this comment I could give you my perspective.
