Does the Smith-Mundt Modernization Act also give white hats legal grounds to lie to Americans even though it’s utilizing plausible deniability to use deception while also saving the world?
Sounds plausible to me.
It does not provide moral grounds. That comes from us. What I will say however, is that it does appear it has set up a rather interesting conundrum. Just like what I mentioned months ago with Turkey and NATO
