No where in this does it say anything about the military. How does this source stretch the GSA transition to anything to do with the military? serious question? What am I missing?

Idk I would need to read the entire bill to make that determination not just the summary of changes.
I tried to see if there was more to it but this is all I found so assumed it was the entire law.
It was "FROGMAN_ _ _ _ somthing" that first posted this that i am aware of. It appeared to me as a stretch. After reading the "BILL" it was clear that he ( if responsible ) was making assumptions that are nowhere near what the bill actually pertains to.
