Well we witnessed Lindsey Graham successfully covering up any type of exposures in the Senate for 4 years while DJT was President.
He was the Chairman of that committee and about half the damn time he answered the questions for the few ppl that he allowed to even come and testify.
Apparently there were several "Insurance Policies" possibilities that Q could have been referring to because Graham was for sure one of them.
