I've heard a couple say something to this effect. What does that exactly mean?

Is time standing still right now, or does it mean something else?

What i think, is possible (can't see the probability, but it's non-zero):
Being able to use a time machine offers infinite possibilities which makes the use of quantum computing necessary.
You can influence any timeline endlessly with such devices, but a time lock would mean, that the linearity of time is conserved over a certain amount of time to let things 'play out'.
Why? Because humanity would never have done it 'themselves', if influencers altered every timeline. So there appears to be a certain amount of independence and prosperity in this approach, but still, if you manipulate the time lines of certain people. those people are helpers and not free and not within the time lock of linearity. They are a different kind of folk. They serve the purpose of humanities escape of the old matrix. Where do they go?
