Jen, the author is saying he believes the supply held by the exchanges will not be enough for demand (and I will add, if xrp wins the lawsuit and is labeled not a security). Many exchanges do not hold or sell xrp because of the lawsuit. If lawsuit gets settled positively for xrp, the exchanges will want to offer it and will need supply therefor price should push higher.
