Why did General Flynn say in the interview with Doug Billongs that the military was not in charge and the Insurrection act has not been invoked?

Its hard to understand ! especially when Flynn of all people say its not true. i still have faith, and always will, but when the things i tell my family and friends that dont understand get debunked by the peoples general, its hard to explain. is there anyway to find out if the Insurrection act was signed and invoked?

Thank you! i have been following Q since the beginning, and understand the disinformation, but it seems the enemy would know already if the Military was in control or that we were under the Insurrection Act if we were.
