The SEC isn't a legitimate part of the US. Like the Federal Reserve, it's foreign owned and controlled to serve the interests of the Khazarian mafia's central banks. And like the Fed, it's most likely been taken down. The SEC lawsuit is part of the movie and meant to muddy the waters about the role XRP is going to play in international banking. Possibly to suppress the sale of XRP at exchanges like Coinbase. If XRP was still readily available I would buy a few thousand more, at least.
