Probably not as bad as it sounds. I think government should stay out of people's private affairs. If the start stealing, I'm fine with them going to jail for that. Or selling to kids.

Yes. Having been a prison ministry volunteer, I can tell you that the overwhelming majority are drug abusers. I am cognizant that many have sustained abuse as children and my heart goes out to them. Sadly, most addicted to drugs tend to break laws. Generally speaking, the courts repeatedly rule mandatory or elective rehab unless the crime is egregious. Victims of serious crimes should be considered, too. I knew a physician who stepped out of Church to take a call and was shot in the back of the head for his bag. The felon was addicted and looking for opiates. SAD.
