Nana, Ca has been fooked for a long time, and being a one party state in the legislature, since the mid-late 90's has helped one bit.
Laws are passed, seemingly for no reason, to appease some government agency, to appease or be sympathetic some some oppressed group; corruption, idiocy, or how knows why?
