So I've seen a few people say that POTUS can't announce he's running since technically he won and never conceded.

first the elections need to be cleansed
the first one - forgiveness of all loans ... etc is not appropriate since many big corp.s will given an unfair advantage ...
Others have expressed that the "interest" needs tb be modified / adjusted ... having different expectations for commercial and residential to create an level playing field.
