The USA government with the aid of vax company Bavarian Nordic have have been developing the vax since then.

So for the vax to be approved in 2019, this means that this vaccine had already been through 3 stages of its trials before this was approved, so that would have taken 2 or more years at least to do, so these tests probably started 2016 / 2017.
