how close were you to a nuclear plant? Could be a nuclear plant warning siren, if you're within 10-15miles.

There's one 60 miles South of Los Angeles.

You're not far off - apparently some were installed during WW2 and many more during the cold war in anticipation of nuclear attack.

No doubt still functional.
