I think it's already being filled up. Military air traffic to Gitmo is much higher than usual and the base is being re-supplied three times a week, which is also higher than normal. When you consider the fact that President Trump expanded it twice during his term and added death by firing squad to the list of executions, it would make sense that tribunals have been happening since before he left office.
