It is an entity of its own within the US government. It has been responsible for many of the world conflicts since the 50s. What happened on 9/10/2001? Rumsfeld admitted there was $2.3 trillion missing from the budget. What happened the next day, 911. The building housing all the related documents in lower Manhattan, which did not get hit by any plane also collapsed but at in the afternoon. That building was brought down on purpose, just like the towers.
