Decentralize them first ... and make them accountable ($$$!!!) to the community in which they serve.

[DS] determined the merit of their minion(s) by how much suffering / homelessness / poverty & crime existed in the area.
So lets just flip that ...

Reverse it so the banks responsibility is how well the community is doing, quality of life in community / improvements since "new-bank" was installed. (Must be a ratio from the starting point / accessed every month / quarterly / annually to determine success.)
