In my opinion anyone ignoring it exist “high up” , not concerned about it , or acknowledging it , let alone doing something about it , is most definetly pary of it in someway!! Yes. The driving force is not one party or another. They are mere puppets. The business of trafficking and abuse has been developed for so long that it permeates all societies.
