It is not part of natural selection, but it is a twisted version of "human selection" Darwin theorized about. This twisted version assisted in the eugenic ideas of his cousin, which were continued by Darwin's son, and was later perfected by the US and Germany in the early 1900's
If it's part of anything it the eugenic ideas of inferior v. superiority
Fear may be a reason, but it's more of the fear from educated or elite than the masses why this is not learned.
