Open an account on Coinbase. It's allowed in New York. It will take a couple of days to get verified. Buy something like xlm first. Wait until the transaction clears. In the meantime, just get your account started on Bitrue. Once everything clears, you can send the XLM to Bitrue and convert it to XRP. It may sound confusing at first, but it's easy once you get the hang of it. If you need help, let me know, I'll be happy to help you.
Also, buy a nano ledger in the meantime. You can store your xrp on there once you are able to buy it.
