I am wondering how/why this comes out after the situations going on around us ie.. Ottawa and the talk of truckers and others at the Super Bowl and DC. It appears to me they just drew another line in the sand thinking those will shirk away and comply.

I agree with you 100%. The government has never cared about the American people, we are merely chattel to them. Free speech has been being removed for years, bits here and there, however I believe more are aware of the severity as free speech is blatantly being attacked. My thought is with the truckers or those that are making noise about DC and the super bowl may have prompted this statement, and therefore when they do come after us, which is imminent, this will be their narrative and saying we did it to ourselves. It is just setting the stage for them to destroy those that are not willing to comply, I just thought the timing of this...well if it wouldn't make you see the light, then Lord help you.
