I would add:
5. Eliminate the Department of Education.
6. Abolish the IRS.
7. Abolish the CIA.
8. Clean out the FBI
9. Have Federal Congressional and Senate Term Limits
10. Campaign funding must be limited to those who can actually vote for the candidate (i.e. Corporations as entities cannot vote, donors must be from the district).
11. End lifelong Congressional benefits.
