The maximum is Nuremburg violations for all of them
Both Agencies are unlawful, not part of government, are foreign emoluments, creating domestic violence, internal insurrection, treasonous, involved with masked genocide, war crimes, crimes against humanity.
These are military tribunals for all involved.
