If you read the circled in area very, very carefully you will realize that it says "control".

These are controls to test that the lab devices analyzing the tests are properly calibrated.

Not tests for people.

And yes they are a possible bio hazard, meaning if not handled properly they will contaminate a surface, possibly contaminating actual tests and making the results worthless. So they need to be handled by properly trained lab personnel. Shocking, I know.
