The flood has reached surface levels, visible to all.
Hasn't yet been visible to me except mabye a puddle or two. Cite some evidence for this flood that you see that we may all know what this flood is. We are still waiting.

I agree with you that the Holy Spirit is represented by water and that He is being poured out upon all who receive Him when they receive Christ, but I don't think that is the flood Doq Holliday was referring to.
