noaa admitted it years ago on their website about the time that geoengineering dot org was blowing the truth out of the water - and usa military documents and photos have been published since the forties; experimentation photos from the south pacific (i've seen them) and in 2012; commercial vehicles started popping up around beacon hill that had business names with the words geo engineering in the titles ... so this spain isn't exactly the first to reveal anything about geoengineering, unless it's meant they admitted to it through their mainstream media outlets
