Pretend you were elected to be CEO of a business that has 10 locations. You’re in charge and oversee everything. Every 4 years they elect a new CEO. You find out that the person running against you to be the next ceo is going to cheat. You let him cheat and become the CEO so you can get the evidence and show the board of directors but before stepping down you talk to the managers at each location and say, “I’m gonna let this guy think he is the CEO. He’s gonna tell you to do some crazy stuff. Humor him some to let him think he is actually CEO but just don’t let the business burn to the ground.” So while the new CEO thinks he’s in charge, the 10 managers are actually running the show at their locations. Our devolution is the same except it is the president and and the locations are key areas of our military and national security that are being maintained. Make sense?
