If any one of us sees one of these creeps out there we need to mock his stupidity to his face so that it filibuster's his attempt at harassment, giving you your opening to going on OFFENSE. Say something out loud like "We should call a Sheriff, this guy looks like he might follow you home", something very low brow.
Also - get security on your side. The 3rd party pointed out that creeper wasn't shopping but no one took it the next step further which is demand his removal and security escorting you to your car.
Or something like "Dear Mr Security person - since he's not shopping and he's harassing an actual customer I suggest that you escort him to his car and watch him drive away."
