Bottom picture shows a Navy Admiral. top is an Army General. The Admiral is in a winter over coat.
Medals are not worn on this outer garment.
His rank is the gold braid on his sleeves.
Maybe the rank location has changed. I thought it used to look like this (but note that I was USMC and definitely NOT admiral rank!):

Only Admirals wear the braid on the sleeves of the outer coat.
