This is a pic that my brother sent me of the EBS alert he recieved. Was thought it was strange that D.C. was listed seperatly too.
BTW - no one i know recieved the alert by phone.

my friend didn't
but I did...
even the ones who had it turned on on their phones didn't get it..
i dont "yet" see why the inconsistency
