No tech geek, but it looked like some kind of code for sure

It might be just straightforward for all the computer code geeks out there but with terms like "sacrifice child" & the fact that a lot of places didn't receive what was supposed to be a nation wide EBS, well, it looks like it could have more than one meaning & be directed to a particular group?
