Definitely strange happenings at the Capitol at 2am??
Looks to me like ARNG troops are rotating in/ out of the region. The buses you thought were paddy wagons look like standard issue buses used to ferry troops around in a locality all over the country. I didn't see anything too remarkabke here. Now the WH and Washington Memorial going dark for 8 days? Thats something to keep on top of. Could be Q's "10 Days of Darnkness"...
