A recovered, & healthy not contagious individual will be marked positive (got covid) after 31 CTs.
An exposed healthy, not contagious individual will test positive for covid after 37 cycles.

Yep. They use different cycle counts for vaccinated versus unvaccinated. Pretty much sets which group will find zero "cases"
