Biden isnt going to sign the bi-partisan infrastructure bill UNLESS a separate non-partisan infrastructure bill hits his desk the same day. In the 2nd bill is all kinds of rezoning regulations requiring all suburbs to immediately make room for Section 8 housing. No matter the present income level of those suburbs. Why? Most Section 8 housing are occupied by Democrats. They are gonna flood suburbs to dilute, if not overtake, the political demographic. Its about assuring more Democrat seats across the country.
