In my opinion...NO. From what I saw...she had already made the decision to flee. There was something to her right which forced her to move left. The cop jumped out of his truck AFTER her decision was made. The officer made the decision to end it then rather than continue the pursuit. She had 4 flat tires. The offense that started this? No license plate. She should have stopped, yes. Absolutely. But that doesn't warrant a desth sentence.
