This tells us that the U.S. is under occupation, the question is by who?
Q says that things will be known when 11.3 happens. So we must recognize it is the citizens of America that are the occupiers, if that were not the case we would not have to wait for the end of occupation to get the answers.

I thought it was the bidan and his camp that was the foreign power occupying, as directed by chyna and others.

I at first had thought the same thing. Then I realized it is who owns the land. Many foreign powers own much of America, too much of it. If they were all conspiring to overthrow an elected president than all would be grouped together. We would not have to wait for 11.3 unless we were the occupiers because we would already have judicial rights. It is only when the occupation ends 11.3 and we get legal power to enforce law 11.4 that we can start arrests. So we must be the occupiers. I hope this clears it up for you.
