I also believe this is where many of those who were former leaders will be picked up. Basically anyone who had or who has ill intent toward America and has acted or is acting upon it.

1.3.2.2 Clarifies that treaties do not have to infringe upon states to do as they see fit.
This is why Florida was free to reopen fully without penalty. Every state has this ability but it is up the the highest authority of that state to do so. (see pic)
