The idea that Rulers with authority are needed to avoid crime is ludicrous. Government is almost all of the crime.

Politicians should be a group that has limits on authority and a set income that is around 25% percentile on average. Not volunteers but comfortable. They should be restricted from all other income in office. Their family and friends should be 100% ineligible to participate in any business that is related to any government entity.

No immunity and immediate removal from office with majority vote of PEOPLES COUNCIL, which is unpaid board of directors. These directors are also forbidden from income related to any government entity.
