It isn't a matter of intensity, it is a matter of wavelength. Some light cannot penetrate. Warmth as a light (infrared) can penetrate. Microwaves can penetrate. The wavelengths we see are incapable of penetrating opaque matter. Just outside of visible light is ultraviolet, which can penetrate slightly.
