There is a lot of other land behind the ice edges,so making it round they can stop entry,(40% of Antarctica was made illegal to visit).Draco reptilian bases are there as well as entrance to inner earth..The Elite wanted to keep the outer land for themselves and keep us in an easier to control space..Its all about control!!
