The horses coming down, hold Higher Truth (an Army of Riders riding in the Wind of Christ Spirit 👉Heavenly TRUTH/VOICE/WORD) - they're SPIRIT- FILLED opposed to donkeys which carry the earthly or lower deliverer of truth upon the earth or Earthly Word. Jesus Christ on the nailed the cross = the Earthly Word (Earthly vehicle/body carrying the Spirit within) that now must "die" to the world so the Spirit within that body can rise up and receive the Divine Heavenly TRUTH which is Christ Jesus) who sends down the Teachings of THE FATHER who is SPIRIT - THE HOLY OF HOLIES. Heaven coming down to Earth = Christ Jesus reigning down; Jesus Christ = Rise up, awaken, resurrect those Earthly dry bones filling them with Life Giving Water (which Christ Jesus 'rains' down to fill the empty Vessels with Divine Heavenly Truth or THE FATHER, The HOLY SPIRIT).
John the Baptist & Jesus Christ tell this story. John had to be beheaded so only 1 Voice could be heard. John too was Heavenly- he wore the Mantel of Elijah as he had to prepare the way for the Heavenly Truth.
John's attention was directed to the Jews & Jewish Kings & Priests - trying to get their attention to God's☝Truth or Laws, not man's. Once Heaven came down, his job was done.
