That's a fact. I looked during the Obozo years just for laughs. Closest I came to was Boogenville Island. They had just finished a civil war and separated from PNG. They had a provisional gov, but lacked organization and quohesion. The president had just swindled the island out of a bunch of their money to pay for his medical bills. Probably could of installed a Republic with Republican form of gov. with a little friendly persuasion and edjucation on the subject.
