Not with the technology they have got the tunnels got flooded not high DC only now bare in mind that most D.U.M.B.S are blown up and given the vastness of the undergound facilites going miles down if the water were to flow through thos tunnels with ease it would not come up to the top it would wash out all other races underground there ae bad people undeground and good people there is two worlds now as fo DC they blew it up last year and no doubt there is a blockage that would stop the water from expanding and when they flooded DC the water came a little over ground now it has gone

GOOD old demo would make the place better. YUK, NO TUNNELS NO FREAKING BS LEFT no way older tunnels still open, off shoots of the "new ones".
