This is the loophole the government uses. They know they can't mandate the vaccine. But they can convince private businesses through government funding, stimulus packages, or psychological means to tell customers and employees that they must consent to the vaccine to shop or work. We need some lawsuits in the courts to try to overturn the discrimination and extortion of these private businesses. The business will lose and the government's hands are "clean." Another way the deep state gets rid of private businesses.
