I'm guessing the 205 R's that voted NO and the 5 D's, and 7 R's that didn't vote, know that this is in Violation. There has to be a Convention of states, AFTER DC proves it has it's own STATE House, Senate, Governor, Supreme Court for at least 1 year and the Governors from all 50 States approval
