I'm not sure that RBC would publish the fact that they are insolvent, they would have to pretend otherwise to rely on the stock betting game.

The fact that the stocks seem barely affected is either an indicator that the RBC is doing fine or that the RBC is lying efficiently.

Since this observation implies both alternatives, why are you using this as "proof"?

well considering in the post above it says its down -64% in after hours trading, would mean that the move actually happened in the market, when it has not.

What does he mean by "after hour"? Are the stocks still tracked after closing?

yes stocks are still tracked after closing, much less volume during those times if any, unless news has broke, but always tracked, after hours means not during normal mkt times, example 9:30 to 4 EST concerning NYSE and US mkts
