pushing people into "cities" goes back to Roman times...they did that to make controlling the masses easier, pushing fear is easier when you pack them into cities...and its easier to keep the population in a constant state of mind with all negative emotions..like anger, panic, depressed, ect ect.....this has worked for many many many years....that is why they are pushing "smart cities"...oppsie do you mean prisons...... remember as long as you put a pretty little bow on it most of the population with climb over each other to want the next lastest and greats....wish more would start to see this.
