I’m guessing some sort of visibility cloaking device caused the weird light refraction of the street lights. Buuut the skeptic could reasonably say it may have been sprinkling and a water drop got on the lense. The monument getting lit up could have been from a helicopter spotlight or some other craft ... perhaps.
