lincoln was not president in 1807 it was Thomas Jefferson who enacted the insurrection act aganst Aaron Burr after he murderd Hamilton in a duel and was building an army and rebelling against the goverment to start his own country in what was then the land of the Lousiana purchase
Lincoln was president in April of 1861 when he signed it in after the attack on Ft Sumpter in the beginining of the Civil War (War of the Rebellion)
